Ghana's filling and packaging machinery imports grew 59.2% in 2024, to US$17.5M (HS 8422, UN Comtrade) — driven by sachet and bottled water, beverages, and FDA enforcement pushing small producers to upgrade. A lot of machinery is arriving. What arrives with it is a container and a manual.

FDA registration shapes the hall, not just the file
Ghana FDA registration expectations drive material flow, the separation of wet and dry areas, surface finishes and the layout of the filling room. Those are drawing-stage decisions — cheap to make on paper, expensive after the machines are grouted down. Agreeing the layout against registration requirements at specification stage is the difference between an inspection that confirms what you built and an inspection that rearranges it.
FAT and SAT: two different tests, two different risks
FAT runs in China, witnessed before the line ships and before the balance is released: it proves the machines do what the contract says on the builder's floor. SAT runs in Ghana, on your source water, your film and your formats, against a protocol agreed in writing beforehand. FAT protects you from shipping a problem. SAT is the test that decides whether the plant produces at rate in your hall — and it is the one that should be tied to your final payment. Who does the work
Installation and commissioning is a separate engineering discipline from machine building, and the builder in China rarely performs it in Ghana. On CISH lines it is one scope with the purchase: our engineers mobilised from the Johannesburg engineering base, working with local crews, with ongoing support through our engineers and appointed local agents as the Ghanaian network grows — described as it actually stands. Afterwards the line has to keep running. Training is included in the handover rather than sold back later, and it covers the fitters as well as the operators — see operator and maintenance training. On an industrial-tier plant the installation and commissioning is a separate engineering scope from the machine purchase, and the machine builder rarely performs it in Ghana. CISH installs and commissions with our own engineers mobilised from the Johannesburg engineering base working alongside local crews, under one contract that also covers freight, clearing through Tema, operator training and the parts channel afterwards. The alternative — coordinating a Chinese builder, a clearing agent and a local contractor yourself — is the arrangement most first-time owners discover was the expensive part.
The honest answer is that it depends on what was done before the container arrived. Where the slab, drainage, power supply and source-water works were completed to the approved layout, mechanical and electrical installation followed by cold runs, water runs and product runs is a matter of weeks rather than months. Where the site is not ready, installation stops and waits — which is why site readiness is engineered before shipment, not discovered on arrival.
