Importing a production line into Uganda from China: the 2026 route
The money
| Charge | 2026 basis | Note |
|---|---|---|
| Customs duty (EAC CET) | 0% capital goods | The 8-digit classification secures it — done at quotation |
| VAT | 18% | On customs value plus duty; treatment confirmed per project at quotation |
| Conformity (UNBS PVoC) | Pre-shipment certificate | Arranged in China before loading — sequenced with the factory acceptance test |
The policy backdrop matters too: Uganda's 2026/27 budget put record money behind agro-industrialisation (≈UGX 2.2 trillion for the ATMS pillar), and UDB's growing capitalisation is aimed squarely at manufacturing projects — worth knowing when you structure the business case, though we don't arrange financing and don't pretend to.
The route: coastal port, inland leg
Machinery reaches Uganda through Mombasa (the default) or Dar es Salaam, then overland — a planned-freight leg that makes corridor management part of the delivery, not an afterthought. Budget ×1.45–1.60 on ex-China equipment for the landed-and-installed total, and plan oversize pieces with the route surveyed in advance.
What CISH does on a Uganda import
- Before shipment: HS classification for the 0% band, UNBS PVoC sequenced with the factory acceptance test, one inspection window in China.
- In transit: consolidated freight, insurance, documents ahead of the vessel.
- Port and corridor: clearing at Mombasa or Dar through experienced agents, then the inland leg to your district as scheduled freight.
- To rated output: installation, commissioning and training as one scope — on first-project terms we state plainly on the Uganda page.
What importers ask
0% for capital goods under the EAC Common External Tariff, with VAT at 18% on customs value plus duty. The 8-digit classification is what secures the 0% band — we confirm it at quotation, in writing.
Uganda's pre-shipment conformity regime: the certificate is arranged in the exporting country before loading. We sequence the inspection with the factory acceptance test — one window in China, no surprises at the border.
Geography: everything arrives via Mombasa or Dar es Salaam and moves inland as planned freight. That's the ×1.45–1.60 landed-and-installed factor on ex-China equipment — real corridor costs, published rather than discovered.
